Dashboard -> Average run duration panel should be more flexible

Right now, this is pretty much useless - we have hundreds of scheduled runs, executed every night, that can wait in queue up to few hours - it is fine. However, the time that those runs spend in queue is included into calculation of average run duration.

Ideally, we could have some sort of filter in this graph, like state (e.g. planning, applying, total, in queue, etc.), group by state (proposed/tracked), filter out drift detection runs, etc.
