Dynamic refresh of Pull Requests

When on the Pull Requests tab when there are no detected pull requests, it does not dynamically refresh when a new pull request/commit is created. However, when a pull request is listed, it does dynamically remove it from the list if that pull request is closed or has a new commit.

Please have it always dynamically refresh, regardless of whether it currently has a pull request listed
