Order of hooks

Today the execution of hooks takes precedence in the following order(stack-specific hooks in config.yml -> autoattached context -> stack defaults in config.yml) Is there any plan to have this being a priority rather than the hooks being overridden? i.e. hooks in stack-specific settings in the config.yml -> autoattached context -> stack-defaults in config.yml. This might be a little confusing so if there are any questions please lmk
