Ability to add administrative flag to API key without stacks.

Feature Requests

We need API key to be able to create spaces in a non-root space without it being tied to a specific repository via a stack.

We need to run Terraform which is ran inside a k8s cluster via Crossplane CRDs originating from different repositories.

For us this is a critical issue, since without this our whole developer platform will be missing proper access control, meaning that staging write access to a github repo means production access.

    Wouldn’t you just need to give the API key an admin permission on the root space? That should do the trick - feel free to reach out to our support team to help you set this up if needed.

      This would not fix the problem. Since then staging CICD and production CICD would share the same API key and anyone with staging CICD access can do anything they want in production scope.
