Ability to add administrative flag to API key without stacks.

We need API key to be able to create spaces in a non-root space without it being tied to a specific repository via a stack.

We need to run Terraform which is ran inside a k8s cluster via Crossplane CRDs originating from different repositories.

For us this is a critical issue, since without this our whole developer platform will be missing proper access control, meaning that staging write access to a github repo means production access.
