Ability to delete logs for task / runs

In some cases we want to delete the logs for specific runs / tasks as they might have “leaked” information that should not be visible to others. As a security admin I would like to be able to delete these logs completely from the system and not having to wait for the default retention period to expire.

    We also had a couple users execute runs to extract a sensitive value (`tofu output -raw secret_module_output`) that I would like to be able to clear logs for so as to not expose the secret
