We have an upcoming feature that allows module admins to explicitly share access to other spaces, thereby allowing modules to be manage from a different space than one in which they’re consumed. This would then allow you to create access tokens to a space which has nothing in it, other than have some modules shared with it.
The feature is ready for beta testing so if you’re interested please ping our support for a flag flip for your account.
