Add Ability to Run Updated Stack Configurations Without New Commits on PR

I would like to ability to always use the latest version of the stack configuration, without it, if a stack changes, then I am forced to add junk commits to use the new configuration or change the branch on my VCS settings to use my PR branch. Neither are ideal workarounds.

Problem
When a PR is opened and a stack configuration has been updated, the PR runs will not pick up new configurations for the underlying stack. This leads to some inconsistencies with what you see in your PR vs what you see in your tracked runs.
