Add Comments to Stack Resources

Comments exist for Stack Runs, but they do not for the Stack resource itself.

Stack comments would be incredibly helpful for engineers to communicate details and warnings that persist across runs.

Adding a “Comments” or “Notes” tab could be a good home for Stack comments.
