Add explicit version to plugin

As a user of the plugin system,
I want to update plugins to new versions seamlessly (without deleting/reinstalling) and specify versions in my Tofu provider configuration,
So that I can manage dependencies efficiently, ensure compatibility, and reduce manual overhead.
