Add orchestration?

It would be nice if Spacelift was able to incorporate general purpose orchestration capabilities similar to Kestra.

TLDR: Almost every system can be configured and managed as one or more Terraform stacks in Spacelift but what we lack is robust general purpose orchestration capabilities to bridge the gaps between the stack boundaries.

Today Spacelift makes it easy for us to manage many different facets of our infrastructure, but sometimes we need the ability to inject some orchestration into the mix. Today my team handles that externally to Spacelift, but ultimately the bulk of the orchestrations responsibility is receiving webhook events from external systems and triggering Spacelift stack jobs, or receiving webhook events from Spacelift and updating things like Github PR comments.
