Add Permission to Manage Stack Locking

Hello,

Currently the only way to unlock a stack lock is to be the owner of the lock or an admin. This means that when the owner of the lock is unavailable (e.g., vacation) the stack can stay locked for an excessive period of time and block deployments. This requires reaching out to a Spacelift admin to unlock the stack which also can take time since those admins aren’t always in the day-to-day of Spacelift to understand whether unlocking the stack is okay. We’re trying to move fast and fix things here, yano?

Spacelift should expose a “lock manager” permission or similar where a user can be granted this permission for a stack and manage the locking and unlocking of stack locks WITHOUT need to be an admin. <3
