Allow canceling in-progress runs

Our notification policy updates a single PR comment per stack per PR. (Also, we trigger proposed runs on every commit to PR that modifies a stack’s root directory.) If a user makes two quick commits in succession (but not pushed at the same time), Spacelift starts 2 runs. The user doesn’t care about the first commit’s proposed run, but we don’t have a way to cancel the run from the first commit from a push policy once the run is in progress.

It’s possible to cancel the in-progress run from the API, so it would be very helpful if we could also cancel in-progress runs via push policies.

    +1 to this, we get very large backups of runs with our inter-stack dependency graph (1 PR can spawn 10+ runs) iterating on PRs requires manually canceling the stale runs every time or waiting until the backlog clears

    @Evan Strat, would you be interested in topping runs only in the planning phase or also applying? I’m afraid the latter would not be possible since it could cause unplanned results.

    Also how annoying is the current workflow for you?

      If it’s applying, we definitely want that to not be interrupted! But stopping plans would be really nice

      Since we can stop plans safely via the UI now, it’s still a big improvement over Atlantis, but the need to go into Spacelift and do it is a little annoying
