Allow creating a custom role that can manage Spacelift policies

We would like to be able to create a custom role that is able to create/update/delete policies. Currently the only way to grant stacks or users permissions to manage our Spacelift policies is through the default admin role.

Problem
We have quite a few stacks that are currently administrative because they need to be able to create stacks and be able to create policies. When switching to role based access, we would like to be able to utilize the custom roles so that the stacks do not have permissions they don't need.
