Allow granting rollback permissions in AACL

Currently a user needs to be a stack Admin to rollback state. It would be helpful to allow granting the rollback permission using Advanced Access Control and not require Admin role on the space.

Workaround
Don't think there is a workaround other than granting admin role
Problem
We want to be able to grant a group of people the ability to rollback the state without granting admin access to stack or space.
