Allow granting rollback permissions in AACL

Currently a user needs to be a stack Admin to rollback state. It would be helpful to allow granting the rollback permission using Advanced Access Control and not require Admin role on the space.

    Fair. I created a ticket against the team that implements the new RBAC. They originally covered the most important actions and have a long tail of others that they’re working through. Having a separate ticket should push it closer to the top of the queue.
