Allow merging multiple stack notifications into common GitHub PR comment

We sometimes get PRs which affect many different Stacks. Because each Stack posts an individual comment with the proposed run status, the PR conversation section can become bloated and basically unusable. Also, we have hit GitHub API rate limits and the comments may have contributed here.

We would like there to be an option to merge proposed runs into a single PR comment which would gather all proposed runs for given PR. We keep comment content quite short, so the GitHub comment character limit should not be an issue.

    I am working in environment, where every PR hits 9 stacks and produce 9 comments, this feature would return harmony in my life! I am glad someone already suggested same.

    I like the suggestion, thanks for that. We already allow you to group per-stack commit statuses into one line item, so I can see how you’d want this behavior to be consistent with PR comments.

    Please let me run it by the dev team to understand the amount of work required - it’s been a while since I was last allowed to touch the codebase.
