Allow registering module with spacelift registry without tf in the root dir

If you try to register a module GitHub repo that doesn’t have terraform in the root, you get the following error.


Workaround
Place an empty terraform file in the root directory.
Problem
We have several GitHub repos for modules that do not contain terraform in the root directory and contain modules in a “modules” subdirectory. They were built like this to avoid having 5 separate repos . For example we have an “terraform-gcp-alert” github repo with 6 different types of alert modules for google cloud for different use cases.
