Allow setting worker container images at the WorkerPool or Space level

These settings would override any default images at the Org level, allowing us to define the three different ECR repos we use for Commercial, GovCloud, and FedRAMP respectively.

ProblemWe change our runner images pretty often for security updates, every couple of weeks. However, changing the container URI across ~1000 stacks takes about an hour. It seems like our only option is to either set it at the org level or at the stack level. What would be great is to be able to set this at the space or workerpool level, then we would only need to change 3 objects instead of 1000.
