This seems like an obvious omission / oversight from the administration delegation model and is critical to truly making the product scalable.

Ideally this will also apply to the spacelift terraform provider, so an administrative stack in a non-root space is able to create spaces under its own space through terraform.
Each team/department can then have their own administrative spacelift stack in their team space.
