API auto-expiration date/time

Make it possible to create an API key with an expiration date.

Plus points if it sends an email or something to alert of the impending expiration.

Problem
We want to give temporary permissions to read our Terraform registry to specific projects/clients and currently it is a manual process to 'expire' these api keys.
