Autodeploy by policy

There should be policy support for autodeploying stacks.

For example, I can set an APPROVAL policy or I can set autodeploy as a stack settings > behavior. But we cannot set a policy to evaluate whether or not to autodeploy an individual run

Workaround
Trigger with a different mechanism, such as using --auto-confirm with spacectl stack deploy
Problem
We have a specific GitHub Action workflow to deploy a lambda when triggered. Only triggers from this workflow should autodeploy. Other runs against the same lambda should not auto-deploy
