Be able to view plans while they're planning

Do not scroll to the bottom of the plan logs when new messages are posted in the plan stage of stack run view

Workaround
Wait until a stack is unconfirmed or finished before viewing a plan
Problem
This feels like a bug report. If I have a stack that is planning, and I scroll up to view the plan, whether in the default or the expanded view, every time a new message is posted (plan checks are go, archiving workspace, encrypting workspace, etc.) the scrollbar yanks me back to the bottom. So I can’t view a plan until the plan stage is done, and if I try, the view pane terrorizes me
