Button to disable/lock all stacks and modules

Currently you can lock or disable all stacks from the stack view. However, we have thousands of stacks and you have to check all with a max of 100 and paginate. It would be helpful to have an organizational admin setting to quickly lock or disable all stacks. Some use cases for this would be code freezes, security incidents, etc.
