Consistend "Changes" tab view in run view

For certain stack run states (e.g. Failed) there’s situations where the “Changes” tab isn’t shown.

It’d be good to:

1. See the “Changes” tab at all time (in case nothing ended up being applied because of a failure, it’d still be useful to see the view in read-only mode)

2. If a run only was partially applied, have insights of what was applied and what not
