Consistend "Changes" tab view in run view

For certain stack run states (e.g. Failed) there’s situations where the “Changes” tab isn’t shown.

It’d be good to:

  1. See the “Changes” tab at all time (in case nothing ended up being applied because of a failure, it’d still be useful to see the view in read-only mode)

  2. If a run only was partially applied, have insights of what was applied and what not

    We don’t show the Changes tab when the plan phase fails, so we have no idea what to even show there. Did you encounter a situation where the plan succeeded and we still didn’t show that tab?

      I haven’t encountered it in the case for successful runs, but mainly for certain failed runs.

      Even though I agree it’s not ideal as you might not know what has been applied and what not, it can still be very useful to have this view instead of a big plan (which is sometimes too big to have it shown in Spacelift, so you have to download it and review on the side).
