Disable X-ray setting on self-hosted config.json

Hello, Spacelift.

Following up on our chat with the support team, we want to be able to skip the spacelift-xray container push to ECR and also all tracing to AWS X-ray on Spacelift self-hosted. The way we see it, a boolean value on config.json would be the easier to control this feature.
