Environment variables on a Stack should be injected to Tasks

The environment variables that are set on a Stack should be injected to runs triggered from the Tasks page just like the proposed and tracked runs.

Problem
We use TF_CLI_ARGS_plan environment variable to set tfvars file. We are currently forced to explicitly set it when running tasks using `-var-file` argument. This can has unintended effects when someone forgets to set the `-var-file` argument when running tasks as the default values of variables will be used instead of overrides.
