Exclude stacks from auto-attached policies/contexts

For auto-attached policies/contexts (especially with autoattach:*), it’d be nice to be able to opt-out of this auto-attachment downstream.

I'd like to have a policy attached to all stacks by default, but allow individual stacks to opt-out. The alternative would be that all stacks would have to opt IN instead.
