Fix unversioned source in workerpool-on-ec2 module

The spacelift workerpool-on-ec2 module was recently updated to create an unversioned dependency on an external terraform module. This means that changes to the external module will result in changes to the workerpool module, from one plan to the next, with no change to the user config invoking the workerpool module. This is a huge bad idea. Please fix the implementation!
