Forced logout of all users after login policy change made optional instead of mandatory.

We want to dynamically update our login policy based on user requests for new spaces, that create new spaces and subsequently add the relevant permissions into the login policy all automated via an administrative terraform stack. But currently everytime this happens, all current users are kicked from the Web UI and required to re login. We need to have an option where we can kick all users out of the system if we select it, otherwise it leaves all current users logged in.
