Handle errored.tfstate when spacelift is manging state

If for any reason state cannot be persisted to the spacelift backend, tofu tooling will create an errored.tfstate.

If spacelift detects an errored.tfstate on disk, this should be persisted in some fashion (potentially in s3, but if it couldnt upload to s3 then this is another issue so maybe save it to a context?)
