Module registry does not support ref=<branch|git-sha>

We need to reference modules sources in two way

• semantic version - used for releases

• branch - used for CI validation of unreleased modules

Since module registry only supports released versions and not branches, we can’t use it for CI workflows.

Marking this as a nice to have, b/c we can just use github
