Notification Policies larger than character limit should span multiple comments/messages

We sometimes run into issues where the notification policy to comment on our Github PR’s has a higher character count than a Github comment can support. This happens when we have a LOT of resource changes, or otherwise very verbose Terraform plans.

This currently shows as the comment getting successfully made, but cut off at a certain point and not showing the full list of changes.

    This is very annoying as a user might not know one of the stacks is failing or triggering a large number of changes unexpectedly and there is no feed back to the user that it failed to post.

    Another option would be to have the raw planning logs available in the data input for the notification policies. This way, we could manually filter what information would be important is to us. Now, the values are encoded in a format without the values of the changes.
