Only space_admin can create stack depencies.

You are unable to create stack dependencies without space admin

Grant stack space_admin
Problem
We want to be able to delegate out the ability to create stack dependencies to lower privileged stacks to allow for the creation of workflows without needing full admin. A use case could be one team in its space has creates groups for teams and other teams use that to provision resources ie: shared drives, aws roles, etc in their own stacks and need to re-run any time a change is made in the other teams workflow. But they don't need access to modify the space in any other ways.
