I will be closing this ticket because based on what I’ve learned from the Solutions team, the challenge evolved into a real race condition between tracked runs and drift detection runs.
I’m asking my dev team to cancel pending drift detection runs if they point to an old commit.

For what it’s worth, it sounds like maybe we can get the kind of behavior we want using track + notrigger in our push policy, as described here
