Plan policy reports incorrect `action_initiator` for Bitbucket Datacenter VSC provider
I noticed that the plan policy reports the PR owner not the Person who actually triggered the Merge, I need the person who triggered the merge because at our company they are responsible for applying any affect stacks.

The only place where we expose
action_initiatorin the input is the push policy.We are not able to reproduce it, though. In all our tests, when the policy evaluates the merge event, the action initiator represents the person who triggered the merge, not the pull request's author.

Looks like a bug to me, I’ll have my devs investigate.
