Project-level filtering for AzDO VCS Integration

Implement a way to filter by project in Azure DevOps when creating a VCS integration, so that such an integration can only be used for git repositories within that project.

Workaround
Use a new user per project (or possibly set of projects) each time a new space-level VCS integration needs to be created.
Problem
Scaling to hundreds of projects each with their own user that would own the PAT for access would be cost-prohibitive rather quickly, given user-based licensing of Azure DevOps.
