RBAC for modules ("Mark as bad")

It’s currently not possible to mark a module as bad without the space_admin permission on the root space.

I would like to see a permission like MODULE_MARK_AS_BAD available in RBAC.

Workaround
None, and I've tried many workarounds.
Problem
We would like to grant engineers the ability to mark a module as bad without root admin permissions.
