Schedule stack deletion should run on disabled stacks

When using the schedule stack deletion feature, the feature does not work if the stack is in a disabled state. The schedule stack deletion should work with a disabled stack.

This is inconsistent with a regular stack deletion (either through the UI or api), where you can delete a disabled stack.

    What can I say… you’re right. Our definition of disabling a stack is really disabling its VCS sync. Which shouldn’t really affect scheduling. Please let me file a ticket against the appropriate dev team.
