Sort Stacks by State

Use case: When managing many stacks, I want to quickly bring stacks in problematic states (e.g., failed/blocked) to the top, or group stacks by status for a fast health check and triage.

Why sorting vs filtering: Filtering narrows to one state at a time and removes context. Sorting keeps the full list visible while still grouping/prioritizing states, making it easier to compare across states and work through issues without constantly changing filters.

Request: Add sorting on the State column in the Stacks list (toggle asc/desc from the column header).
