Spacelift Runtime config file

Currently, the Spacelift Runtime config file must be named .spacelift/config.yml in a repository. If the file is named config.yaml (a valid YAML file extension), the file is ignored and there are no errors suggesting that the file name is wrong. Since .yaml is a widely used file extension, please support both file names so that it doesn’t cause Spacelift run failures.
