Support associating multiple VCS integrations with a stack

Stacks now allow you to add additional VCS integrations to a stack, allowing you to pull files from additional VCS providers within the stack.

Problem
We have a space who's source code is in VCS provider 1, and we would like to read a data file in VCS provider 2. There is currently no way to provide the space with access to VCS provider 2 via Spacelift.
