Targeted promotion

I would like to be able to promote a PR proposed run to a tracked run and target specific resources in one single step

Yes - I can promote and then replan the tracked promotion run
Problem
The development cycle can often involve promotion of a PR and then just applying targeted resources to prevent disturbing others work. For slow stacks, it's painful to have to wait for the promoted tracked run to complete, just to replan and run it again. It means each iteration is 3 runs (planned, tracked & targeted). It would be nice to remove the middle run and be able to go straight from planned -> targeted tracked
