Temporarily disable Policies from UI

Some policies do not require label attachment to to evaluated, making it tough to disable them for all Stacks.

It would be nice to have a toggle that will globally disable a Policy without losing Sample history or deleting the Policy.

Workaround
For a Notification Policy, it seems the options for disabling are to either change the Space or to delete the Policy entirely.
