Terraformrc merge bug

Hello, I spent a few hours troubleshooting why some provider changes in a file mounted to my stack at spacelift-mounted-files/artifactory.terraformrc were not being picked up.

Referencing the documentation here https://docs.spacelift.io/vendors/terraform/cli-configuration I assumed i could place the file anywhere.

However the changes were only picked up when i dropped the spacelift-mounted-files prefix
