Warn when keywords are used are different policies

To prevent user confusion and potential misconfiguration, it would be helpful to introduce a validation or warning mechanism when reserved keywords such as approve or reject—which are intended for approval policies—are used within a plan policy.

This safeguard would help users who may have inadvertently selected the wrong policy type. Without such a warning, the policy may silently fail to behave as expected, leading to unnecessary troubleshooting or delays. A clear message could guide the user to re-evaluate whether the policy type is appropriate for their intent.
