Notification policy

Hey, we're excited to announce the new notification policy!

The new policy provides improvements for notifications sent by Spacelift. It allows much greater control over slack, inbox and webhook messages by adding extra customisation and filtering logic. Together with the new policy we're also releasing updated webhooks which can be used when defining rules in the notification policy. Both the new policy and webhooks can be created directly through the UI, our API, or via the spacelift_policy and spacelift_named_webhook resources of our Terraform provider.
