Module test ordering

We've added a functionality that lets you execute module test cases in a specific order: by one test case depending on other(s), the dependencies will always execute first.

# .spacelift/config.yml

version: "1"
module_version: "1.0.0"
tests:
  - name: Old TF version
    id: oldtf
    terraform_version: "1.0.11"

  - name: New TF version
    depends_on: ["oldtf"]
    terraform_version: "1.1.1"

In this case, "Old TF version" will execute first, "New TF version" after.
