Spacectl Local Preview for Module Tests

We're excited to announce local-preview support for module test cases! This allows you to run your module test cases on Spacelift directly from your local development environment, which is similar to the existing local-preview that lets you do the same for Terraform plans.

This tightens the feedback loop significantly, as you can focus your work on a single module and don't have to keep creating commits to check whether your current changes work.
